Guiding municipalities through complex HR challenges with clarity, strategy, and integrity.
I help local governments strengthen their human resources foundations - from compensation and compliance to culture and leadership - so they can focus on serving their communities.
About Kimberly Crum
As a seasoned Human Resources Executive and Consultant, I bring over 15 years of experience leading HR strategy and operations in city and county government in Florida and Massachusetts. From serving as HR Director for the City of Tampa to Chief Human Resources Officer for Pinellas County, I've guided organizations through transformational initiatives - including comprehensive pay plan design, wellness and benefits modernization, electronic timekeeping, and risk management realignment.
Now, as a consultant, I partner with municipalities and public sector organizations to deliver steady, pragmatic leadership when and where it's needed most - whether as an Interim HR Director, a project-based advisor, or a strategic thought partner for local executives and elected officials.
My work is grounded in five core StrengthsFinder themes that reflect how I lead and connect:
Relator
Building trusted relationships and credibility quickly
Achiever
Driving results with focus and follow-through
Arranger
Bringing order and efficiency to complex challenges
Individualization
Recognizing and elevating each person's strengths
Self-Assurance
Providing confidence and calm amid change
I believe in doing what's right, leading with empathy, and helping organizations find balance between compliance, compassion, and community service.

Approach & Philosophy
Every municipality has its own history, culture, and pace of change.
My approach is collaborative, grounded, and adaptive - rooted in the belief that lasting improvements come from within the organization, not from outside templates.
I listen first. Then I help leaders prioritize what matters most, cut through the noise, and move forward with confidence and clarity.
Here's what my clients are saying
